US Import Duties on Aluminum Fences from China: Tariffs & Buyer Guide

Updated: October 1, 2026

Importing aluminum fences from China requires more than comparing a factory price with a domestic supplier’s quote. U.S. buyers need to understand customs classification, additional tariffs and potential aluminum-extrusion antidumping and countervailing duties before calculating the delivered cost.

For contractors, distributors and developers, the useful question is: What will this specific fence system cost after applicable duties, shipping, clearance and delivery?

Wonderful Metal is a China-based manufacturer supplying aluminum fence panels, posts and matching gates for U.S. projects. This guide explains the checks buyers should complete before ordering horizontal aluminum fencing for USA projects or developing a wholesale product range.

Confirm classification, applicable measures and entry-date requirements with your U.S. customs broker. Obtain specialist scope advice where AD/CVD coverage is uncertain.

What Is the US Import Duty on Aluminum Fences from China?

There is no single duty rate that can safely be applied to every aluminum fence shipment. A finished panel, loose extruded slats, fence posts, a gate and separately imported hardware may require different analysis.

Ask your broker to prepare an itemized duty assessment:

Cost or measureWhat the buyer needs to establish
Ordinary customs dutyCorrect HTSUS classification and normal duty treatment
Section 232Product coverage, applicable Chapter 99 provision and assessment basis
Section 301Coverage of the China-origin product and any applicable exclusion
Antidumping and countervailing dutiesCoverage under an order and producer/exporter treatment
Entry-related costsBrokerage, bond, applicable processing fees and other charges

Use only measures that actually apply. Do not add headline percentages together without checking their interaction and the relevant legal notes.

Section 232 Aluminum Tariffs: Why Older Calculations Can Be Wrong

CBP’s April 2026 guidance states that covered metal articles and derivatives are assessed on the full customs value, effective April 6, 2026. June guidance incorporates further changes effective June 8. Older calculations based only on aluminum-content value can therefore be unreliable for covered entries under the revised regime.

The June guidance includes a 50% category and a separate 25% derivative category, along with conditional treatments. These are categories in the tariff regime—not interchangeable rates a buyer can choose for a fence.

Your broker must match the product’s ordinary HTSUS classification to the applicable Chapter 99 heading and notes. A general statement that every aluminum fence pays 50%, or that every finished fence pays 25%, is insufficient.

Before approving an order, request a written assessment identifying the classification, applicable tariff provisions, calculation basis and expected entry date.

Section 301: Check the China-Origin Product’s HTS Code

Section 301 requires a separate check from Section 232. USTR provides a search tool using an eight-digit HTS subheading to identify the relevant Section 301 action and additional duty rate.

Use the official USTR Section 301 tariff search, then confirm current exclusions, product descriptions and effective dates.

For a mixed order, give the broker a breakdown of panels, posts, gates and hardware. A single invoice description such as “aluminum products” makes a useful assessment harder.

AD/CVD on Aluminum Extrusions: A Critical Fence Import Check

The Commerce Department’s China aluminum-extrusion scope includes certain fabricated, coated and partially assembled extrusions. Fence posts are expressly mentioned. Its case record also contains affirmative scope rulings for specific fence sections, posts, gates and kitted fence products.

Finished-merchandise and finished-goods-kit exclusions exist, but adding screws to extrusions does not automatically establish an excluded kit. Neither powder coating nor the sales label “finished fence” proves exclusion.

These findings do not decide every modern fence design. They show why buyers need a review of the actual construction and condition at importation.

Provide drawings, assembly details, material specifications and manufacturer/exporter information before committing to a landed-price calculation.

HTS Classification: Describe the Fence as It Will Be Imported

A catalog title alone does not describe whether a shipment contains complete panels, cut profiles, structural assemblies or individual components.

Prepare a product file covering:

  • Panel, post and gate drawings with dimensions.
  • Aluminum alloy and manufacturing process.
  • Materials used in frames, infill and hardware.
  • Welding, fastening and assembly details.
  • Photographs of the packed goods.
  • Whether further cutting, drilling or fabrication is required.
  • How components are packed and invoiced.

Use the current USITC Harmonized Tariff Schedule. Where classification is uncertain, CBP’s Binding Ruling Program provides a route to obtain a pre-entry classification decision.

A classification review and an AD/CVD scope review should both be completed when relevant; answering one does not settle the other.

How to Calculate Aluminum Fence Landed Cost

Build a budget that separates the product specification from import charges:

Landed cost = goods + origin/export costs + freight and insurance + applicable import duties and fees + destination handling and delivery.

Avoid double counting costs already included in the quoted trade term. Have the broker establish customs value separately rather than automatically using the full delivered-price quotation.

For a contractor, calculate cost per usable linear foot. For a distributor, also calculate the delivered cost of each complete panel-and-post module.

Illustrative Duty Calculation

Assume a broker confirms a $20,000 customs value and a particular Section 232 provision carrying a 50% rate:

ItemIllustrative amount
Confirmed customs value$20,000
Section 232 duty at the assumed applicable 50% rate$10,000
Ordinary duty, Section 301 and AD/CVDDetermine separately, if applicable
Freight, clearance, fees and deliveryAdd according to the quotation

This demonstrates the arithmetic, not a tax quotation for Wonderful Metal products. It does not establish a total import duty rate.

FOB, CIF and DDP: Compare the Included Costs

A purchasing term helps allocate responsibilities, but it does not establish tariff classification or remove applicable duties.

Before accepting a delivered quotation, confirm in writing:

  • The named destination and included delivery services.
  • Who will act as importer of record.
  • Product descriptions and classifications used for the estimate.
  • Which duties and fees are included.
  • How inspections, storage or tariff changes are handled.
  • How potential AD/CVD exposure has been addressed.

Compare quotations for the same panel size, profile thickness, finish, posts, gates and accessories. A low panel price can be misleading if necessary system components are missing.

A Practical Checklist Before Ordering

  1. Finalize the system. Confirm the fence style, panel schedule, posts, gates and hardware.
  2. Define exact dimensions. Six feet equals 72 inches or 1828.8 mm; 1800 mm is not exactly six feet.
  3. Identify the producer and exporter. Supply accurate details for trade-remedy review.
  4. Obtain the customs assessment. Review classification, Section 232, Section 301 and AD/CVD separately.
  5. Approve the landed-cost budget. Include freight and the actual U.S. delivery location.
  6. Recheck before entry. Confirm that the assessment remains valid for the expected entry date.

Keep manufacturing approval and customs review connected: the broker should assess the same specification that the factory will produce.

Frequently Asked Questions

Do all aluminum fences from China pay the same US import duty?

No. Classification, applicable tariff provisions and possible AD/CVD coverage must be established for the particular merchandise.

Does a zero ordinary duty rate mean the fence is duty-free?

No. Check additional tariffs and trade-remedy measures independently before treating an import as duty-free.

Are fully assembled fences automatically exempt from aluminum-extrusion duties?

No. Finished-product status requires scope analysis. Commerce’s case record includes rulings covering specific fence products.

Can I use my supplier’s Chinese export HS code for US entry?

Treat it as supporting information. Ask your broker to establish the U.S. classification and required additional tariff provisions.

Does a DDP quotation eliminate the need to check duties?

No. Ask who is responsible for entry, which duties are included and how the customs assessment was established.

How do I request an aluminum fence quotation for a US project?

Send the fence style, exact dimensions, quantity or linear footage, posts, gate openings, finish, drawings and destination ZIP code. Specify whether you need a product quotation or a delivered-cost proposal.
